toilet not workng

I have a toilet in my apartment that flushes with water but doesn’t drain properly. If you put any amount of toilet paper, it doesn’t drain hardly at all and you have to plunger it every time. I have called the maintenance over 4 times in the 4 months I have rented this apartment. The maintenace guy, whom doesn’t speak much english, tells the manager I am flushing paper towels down the toilet and refuses to fix the problem.

I have never put anything down the toilet except toilet paper.

What can I do to make my manager resolve this issue?
