Problems with Renral Management Company

I was planning to move to a new rental house on 1st November and had talked to the management that I would sign the lease on the same day when I move.However, due to the storm Sandy, I had to cancel the move since there was no leectricity as the new place and I was not going to get the new connection until 12th November. I called the Management and explained them the situation but the were adamant that I should have signed the lease atleast. I tired to explaing them that I cannot come to the new place until and unles we have a electricity and Gas connection.But they insisted that the rent would start from 1st and there is no money refund policy incase I decide to cancel my application.
What options do I have with me in such case.
