not fixing air cond in fl and then verbal abuse

i have asked my landlord to repair the air conditional for the last 3 yrs all he does is keep putting freon in to it with out a gadge so it comes back out in the air and freezes up in a few hours  he says it works fine…not,,, when the thermastate reads at 87 ,, he has told me it must be your menopause which i have in text 2 times on my phone ,, and then yesterday he says dont worry it will be getting  cooler  soon ….. i have drainage problems as well  in all my sinks and i have a unsecure outside door that does not stay  locked or shut i  am wits end with this guy i need advice on who i can talk to
