antagonizing and harassing neighbor

I am having an ongoing issue with a neighbor next door in my apartment complex in New Jersey. Since day one he has been a noise nuisance with constant stomping, slamming doors and most importantly running his bathroom fan  for hours. He would actually leave his apartment with it running and come back home and still have it running. It sounds like a truck idling outside of your window and no one should have to put up with that for hours on end. I have complained to management and they have talked to his father because he will not talk to management and he would stop for 2 days and it would start up again. He has also kept a balled up kitchen mat outside of his door as a front door mat and every day he would move it closer and closer to my door just to antagonize and harass. He has also done this with a shoe box top. Since this crap was by my front door at this point and it was a fall/ trip hazard I tossed over his railing where he could find the crap if he wanted it..  I know all of this sounds ridicuous, but I am sick of the antagonistic behavior of this punk. Now a package of mine has been stolen and I am 100% sure it was him. I feel it escalating at this point and I am not in a position to move at this time. I also don’t feel that someone should be forced out by a punk who is antagonizing and harassing people.
