Can landlord raise deposit mid-lease, claiming they made a mistake?

My landlord claims oops, they were never to allow cats who were not declawed and now they can but they charge an extra $200 depost.  They are also giving a deadline for additional vet documentation of breed, age, size and clawed or declawed of all pets or they will terminate the lease.  Is this legal?
