Complaint or Report??

My landlord has made many different excuses for about a year for not making repairs that are code violations. I plan to have a code inspector document my rental house’s condition. If I plan to move out anyway, should I file a complaint or just make a report. Also, which option would be best in case my landlord takes me to court?
