disabled and landlord not willing to work with us

we moved into an apartment complex that was said to be family friendly by their management. first off we told them that my mother is disabled and could not climb stepsb and they put us in a downstairs apt with several steps. second they moved in a group of college students on top of us and all they do is party all hours into the night. i have a sick 6 month old baby and a 7 yr old and they are kept up by these girls.we have complained several times and nothing has been done about it because one of the girls works here and gets special privlidges. i have to constantly leave the apt with my children because they get scared and cry. i need to know if we could legally get out asap because of my moms disablility and the constant unbearable noise that goes on. i need any and all advice please i am desperate.
