Does landlord pay for bed bug infestation

I contacted my my apartment manager to report that we had a bug infestion and I felt it was probably bedbusgs. He informed me that they were have it fumigation for a cost of approximataly $1,500. Do I have to pay for that: It would seem that should be a building management responsibity. Help!
