Is it legal to charge cleaning fee?

I finished my walk through with my rental agency – and after shampooing the carpets and touching up walls and leaving it better then when I originally rented it…

 They stated that it is policy to charge $30 to clean the unit and they will clean the door jams, and windows, and oven.

When I originally asked if I could do it- they stated that it is not policy.  After further pushing – they gave me an extensive list that I could clean to not pay the charge.

 They also stated that I should have written down that the unit was dirty when I moved in.  I only wrote down the damage that the unit had.  I left the place in a better condition – and the person at least 8 times told me how great it looked…

 But still I had to pay the charge – oh and now it is $40 charge instead of $30- I feel as even if I cleaned – I would still be charged.

 I feel that I am being taken advantage of.

What options are available and is this legal?  My lease ends at the end of April – I don’t have the money for a lawyer.
