Landlord refuses to return money

I paid for 3 months upfront but the house had fleas and so I left in the middle of the second month. The landlord agreed to give back the third month and my deposit if I agreed to drop the case on RPA and not go to a lawyer. I dropped the case and she sent a check but stopped payment on it. She e-mailed me saying I needed to get the record on RPA of her removed. I assume this is why she stopped payment, I haven’t heard back from her after this. I looked into getting the record removed but it costs $129 and I never agreed to do that for her. Is she able to not give me my rent back that I paid two months in advance and also my deposit? She didn’t go through with our deal we made through e-mail. Should I go to a lawyer or make another RPA claim?
