landlord will not clean ac vents full of tolit water and paper

tolit backed up, spilled onto floor, called him , him and a friend came out and snaked the lines . tolit flushes now , but it is leaking under house and getting into ac lines .He said its my responsability to clean ac vents ,I called health department , they came out and said they could make him clean the area under house and fix leaky tolit lines but could not make him clean ac lines.so now my house smells of s–t.he did not make me sign a lease in january, its now june , now he wants me to sign a lease . whats the point now . I dont want to tie myself down to a house that smells and he will not fix , im not stupid, can i move out befor july without paying for july rent , since i have no lease , what do i do about this deadbeat landlord .
