only lived there since aug 2010 made numerous complaints about a water leak coming underneath the floor, no heat, fridge goes out.  Made phone calls nothing and I pay my rent on time every month.  I am using a space heater I bought from wal-mart guess what my electric goes up.

Most landlords will carry out repairs once they know about them. You need to report the problem to your landlord no matter how small and always give the landlord the opportunity to fix repairs. Then, follow it up in writing, with a date and keep a copy. It is important that you can prove that your landlord was aware of the problem. But if they are ignoring, you contact the council’s Private Sector Housing Team. They have enforcement powers to get landlords to make certain repairs.
