problem with cheap carpet

My husband and I are in the seconds year of living in our apartment. The problem is that the carpet is horrible. It’s so cheap, when I tried to pick something out of it yesterday, with my fingers, strands of the carpet actually came out of the floor.  Every time we vacuum, a ton of carpet comes up. Finally, when we were moving some furniture in our bedroom, it ripped a whole in the carpet. We’re not being rough with it, it’s just terrible. Now, the carpet has bare spots, a whole and just looks dingy. I’m not so worried about living with it, but I don’t think it’s fair that we be charged with repairing it. It was not new when we moved in..and we will have been here two years…Can they charge us to replace the carpet?
