Move out settlement issues – Bill of 12800$

We have moved out of my previous apartment in the month of march after which my landlord send a settemtn bill for 120$ for cleaning and disposal charges which i paid after which he had refunded 7$ from my deposit.

52 days after this i m recieving a Statement of Deposit from my landlord asking to pay 12800$ for bed bug infestation? How can i be made responsible when bed bugs were not identified during my move out inspection? And 12800$ bill being levied on me after 2 months is atrocious.
