A problem with my upstairs neighbor smoking

Been having a problem with my upstairs neighbor smoking weed and the stench is filling MY apartment through the air conditioning vents. Spoke to the owner who left my name and number for the apartment manager to contact me. Since my workplace does random drug tests, she also suggested that I write a letter so it could be put in my file in case I needed documentation in the future. I never heard back from anyone. When I smelled the stench again, I went upstairs personally to inform my neighbor of what’s going on. He said he would “handle it”. Of course it never stopped. Since then, I’ve talked to the maintenance man who took my number to give to the apartment manager, and have sent 2 additional emails. No response to any of it! The apartment manager is VERY hard to track down. My question is, is she avoiding me because there is nothing that she can do even though it’s an illegal activity? Or does she just not like confrontation? The next time I smell anything, I plan on calling the police so maybe they can put a stop to it. I also still intend to track the apartment manager down. If I dont get a response from her? Is there anything else that I can do? Other than moving… I’ve been here for 11 years.
