No heat

I live in Humboldt County California and I was curious if I pay rent for the days that I was without heat?  Also if I pay rent before the heat is even fixed?  Any help with this problem would be greatly appreciated.

No HEAT

I am residing in a house that rents out rooms.  I pay 450 a month any my landlord will not turn my heat on which is included in my rental.  I am going to school and my son comes and visits during the holiday’s and weekends but with the weather being so cold and me not having heat I am not able to see my 2 year old son.  I am looking on advise on how I can file a complaint or how do I get my landlord to turn the heat on. In addition my power at times will just shut off.

 Any help or advise would be appriciated.
