no lease verbal agreement landlord wont sign lease

my landlord never signed my lease. i have no water heater no air conditioningf and no carpet. all of it was to be replaced asap. rent was agreed upon at a certain amoiunt. foir 3 weeks she would not return my calls. she would not sign a lease. hasnt replaced anything. now sahe wants to charge 300 more a month than we agreed upon. or she wants me out in 3 days. I have spent more than a months rent on licensed repairmen to fix water heaters and toilets. ive been here a month and she wants me out asap. what are my rights?
