"non-tennat" removal

While I am a landlord in OH my son upon recently leaving the navy was unable to sell his home in Norfork, VA so……he rented it out without doing any landlording research OR talking to Dad.  Needless to say he has learned his lesson.  After three months of no rent on a verbal lease he is more than ready to evict.  The issue is complicated more by the fact that apparently an inspection is required before a property can be legally used as a rental in that area.  They have been calling attorneys with no success.  Apparently this is a special class of "non-tennant" with different rules/laws.  He plans to go back to VA at the end of his college summer term to deal with this issue.  Can anyone provide any help or info?
