Not sure how to defend myself against this

We live in a mobile home community that is owned through another corporation that is based in another state.
 Recently, this LL has been upgradine some of our mobile home park which is good for some of us. Our concern is that
he has been sending out rule violations that may not be related to the lease. One of the violations that he mentions states
 that you must maintain your mobile home. Which we have been.  This LL has been changing the rules around and writing people up for violations that may not be related to OHIO REVISED CODE. I’m not sure who to go with for this LL issue but we want to know what our rights are regarding being able to live and not have to deal with an overpowering LL that loves to write people up. One of the clauses states that we must maintain the land and the mobile home that the land is on. Several of us residents got wrote up for not power washing our houses, and the LL was very unreasonable about power washing the house. It was snowing outside and he still wanted it done.
We paid one of his guys in the park that he has working for him to do it for us, so that we wouldn’t get sick outside power washing in the snow. Now this month he’s writing up more residents. To date for this week he has posted up 72 violations
on resident’s doors. These violations state that we are breaking the rules in the state of ohio. one of the rule violations were that we had to paint our deck. We were given less then one day to repair the issue. My neighbor got wrote up for not having a shed painted. Another resident just got wrote up for having a blanket in his window. Yesterday there was an issue with another resident and the Delaware county sherrif deparment and two delaware county EMS vehicles were on the scene.
Appearantly, they were looking for a 35 year old male that had done something wrong. Our lease also states that resident’s are not allowed to disturb other residents. When the Delaware sherrif was here he was parked at our water facility plant that is located inside the park. The resident’s are allowed to use this water it’s our water that is a private plant and has to be met through EPA standards. Last year the park was investigated for not keeping the plant up to EPA health and safety standards. Yesterday, as a concerned resident we saw a delaware sherriff looking for the suspect inside that water sewage facility, because the LL has left the gate to that facility wide open. There are numerous children that play around that facility and area around the facility.
We would like to know what LL rights does he have writing people up when he cannot clearly control all of the issues
in the park. This park has gotten worse since this LL has taken over from the previous LL. The previous LL was fired due
to stealing late fee’s from tenants. How is this LL allowed to get away with harassing tenants and forcing the tenants
to make repairs, then claiming the tenants are breaking the rules when the repairs should be the responsbility of the LL and the park. We own the mobile home but rent the land that the mobile home is on. We would like to know how a LL can demand a resident to fix things, claim we’re breaking ohio rules and regulations for not painting our deck, he even wrote a resident up for having a blanket in a window! I’m totally fed-up with this LL. He as at my house 3 times in less then one weekend, harassing me about painting my deck. Where do we go? what are our rights. Thank you.
