persistent smell of urine reason for lease breach?

I have currently rented a house for 6 months that since day 1 has had this cloying smell of urine in th downstairs laundry room. Now normally I look to the carpets for this type of problem, however in this instance the room has a tiled floor which no amount of bleaching has diminished the smell. So, I am now thinking that the washing machine drain is the culprit in that it is possible the smell is coming up from that. Any way, I have snt emails since pretty much day 1 about the problem and to date nothing has been done about it. I feel I have grounds for a lease breach now as I am done hearing the "we will look into it" excuses and nothing happens.

Do I have grounds for a lease breach and if so would I need to engage legal counsel to process that?
