Problems with flooding for 9 months

I have had a lot of valuables distroyed by flooding. What action Can I take against the landlord?
Do I have any rights?
What type of approch should I take, The issue hs been adressed previous to this new flood….which has yet again destroyed antiques, personal belongings, paintings and made a huge mess and incovinience.
I have pictures documenting the two great floods… 9 months apart.. will a letter adressing the issue suffice, I want the landlord to compensate me with rent, until he fixes the problem permenantly, also because of the destroyed antiques I want to hold him acountadle for an aditional 4,000. how should I approch ?
