tenant’s deposit

I fired my property manager in June 2012.  Around the same time I gave notice to the tenant to move out since I’ll be selling the house.  The tenant moved out the first week of September 2012.  I still have not received the tenant’s security deposit of $2000 from the property manager.  We had a meeting at the property to discuss the deposit yesterday, but the PM never showed up and doesn’t return phone calls.  If I don’t get the dposit back I plan on taking him to samll claims court.  Is there a government agency to report him to?
