Whose is responsible in this situation?

       In the unit we are renting now, I was told people didn’t last that long because of the neighbor underneath my unit has alwas run people out of there because they complain when people walks on my unit, so the question here is: Is it my responsibility to carpet the floor or the building management company since they are aware of the past situations?
      any advise from any body with a similar experience or know about this matter better than I do is greatly appreciated!
