My noisy slumlord

I’m just looking for some advice with how I should handle my noisy landlord that now lives above us. He has a nine year old son that visits quite frequently. Every time his son visits he uses their apartment for an inside basketball court. Most of the time the dribbling lasts for hours and is during non-quiet times. It’s very annoying especially when I’m trying to put my 18 month old down for a nap. What can I do? Right now I just want to cuss him out and be obnoxiously loud any chance I get but I know none of that will solve anything. Please help!

As a tenant it is your right to have a quiet enjoyment while staying at your rental unit. Since your landlord fails to give you that then I think it is time for you to file a complaint against your landlord with the RPA.
