private owner wants to rent out a home that is not livable

 There is a house that my Fiancee & I were/are interested in for our family, the only problem is that it’s not livable. The house is a mess with animal feces all over the carpet, the smell is hourendous, it does not look like the owner even cleaned it after moving out. He is saying it is rented as is & is asking $860.00/mo for it & to me that is not worth it. It needs to be rendered as a health hazard. My Fiancee & I would like to get the place if the owner would work with us & allow us to do the cleaning, replacement of the carpet, & clean up the landscaping if he would deduct the price from the rent and or deposit, but he is not willing. Therefor due to it’s condition it needs to be renovated & off the rental market. All I want is a home with my family. So I would like to know who to report this type of condition to? Thank You.
