Can a renter withhold rent do to the fact that they have complained to the landlord about there nabors stomping and waking up ther baby and there baby not being able to get the sleep she needs and nothing happening about it after the complaints?

I recently m oed from Florida to Georgia, signed a 12 months rental lease in August and at the beginning of Sept I was issued a foreclosure notice. Can I sue the landlord for breech of contract.

My land lord is taking my rent money that was paid on time and applying to my water bill balance without my knowledge then 10 days later I receive a bill with 85.00 in late fees to be paid immediately.
