Tax Credit Apt.

I live in New York City. I’m trying to rent an apartment that I know to be a tax credit apt, but the landlord want to charge me market rent, which is three times the amount. Can a owner change the status of a tax credit apartment in order to charge market  rent?

Being charged $1000 on top of my deposit
