IL Apartment Complaint, Frustrated Renter, Landlord Problems

Her is the situation, we lived in this townhouse for approx. 2 years and in the beginning we had a few power outages. The power would come back on by itself ( no popped breakers and flipping them did nothing) so I let it go. However over the last three or four months we would have up to 20 outages a day! We notified the landlord who came over and said it was a popped breaker. Well he must have gotten lucky that day because as I already stated that usually does nothing. The landlord proceeded to blame this on us saying that we were using too much power. Nothing was done. Later we figured out that if you turn the burner on the stove on the lights would come back on very dim. Then if you flipped the breaker a couple of times the power would come back on. After our experience last time we decided to just move. We only signed a 1 year lease and were just doing month to month. I left a washer and dryer in the basement, otherwise the place is just as we got it. Am I entitled to my deposit? I also just wanted to report this problem somewhere in case the house burns down, because if they treated us this way more than likely they would blame it on either the new renters or us. What other rights do I have and who should I report this to?
