COMPLAINT DETAILS (from renter)

There are 3 apartments in the house I live in. One of the apartments became infested with bed bugs. The tenant who first experienced them moved out and the apartment next door became infested. My neighbor then informed me that the problem was throughout the entire building. She also alerted my landlord of the situation. He did not do anything about the problem for 3 months. When he finally did, he told my neighbor that she had to reimburse him. When we contacted him about the issue, he informed us that it was not his responsibility to exterminate the building and that we would have to seek money from the neighbor who's responsibility he said it was. He seems to have no care for the property or tenants and we told us we could break our lease however if we move we will just be bringing the bed bugs with us. I really need someone to tell me what my rights are because he is basically telling me I have none.
