COMPLAINT DETAILS (from renter)

Upon moving into a more up-to-date unit that was freshly painted and replaced with better carpet, in March 2010, I have experienced constant extreme jumping, stomping, tapping on the walls, cabinets and floors. The tenant sleeps all day and from 8p.m until 7 a.m they, along with their cat runs all through the night. The tenants come in the restroom, when I am in there stands above me and taps her feet, opening and closing the draw in the rest room, until I walk out, (everyday). The tenant taunts the cat, and guides the cat where ever I am in the unit. She causes the cat to jump from the furniture onto the floor, which is my ceiling. She follows me from room to room and jumps in place. I have complained to the manager and assistant manager 4 times, as well as the better business bureau. I have called the police twice. No one takes me serious. Living in this unit has been unbearable. I have not been able to sleep well, and I am tense and stressed this year because of the constant noise from above. I turn my music on to ignore it, but it does not work.. The excuses I am receiving are the two cats are large, or no one else complains, or how was I able to tolerate the new roof that was replaced during the summer, when I Iived on the second floor, or, next time get a second floor unit, also am I on medication (as if to say I am crazy) When the roof was replaced, the tenants were notified of the noise level that would take place, plus the construction took place during the daytime, and most tenants like myself, are on daytime work schedules. I requested to move to another unit, but the manager, I had just moved. During the Christmas, I received a phone call from Lisa the manager, stating, "the tenant above would be moving by the 6th or 7th of January 2011, and I would not be bothered again. A lot of noise took place on the 7th, such as banging, and hammering. The only thing changed was the names on the door. Supposedly the tenant moved to 158 instead of 275, and the locks were changed. The same noises before are still taking place, and the tenant and cats are being let in the unit. The tenant directly above me is still causing havoc.
