COMPLAINT : not making repairs in a timely manor

We have had pipes bust at least five times in three years servere water damage. holes in the walls and the ceilings for nine months before they got repaired. Washing machine broken i tried to have it repaired myself but it was the transmission in the washer so i told him he got a guy to come out looked at it this was two months ago have'nt heard anything else. So I decided to move I tell him and now he wants to charge another 800.00 dollars. I dont feel i should have to pay because of all the repairs and all the things that are broke. i just want to walk away even. I don't want any money back or anything i paid 1600 dollars to move in. He has'nt made up a lease for us to sign in two years. Please help
