COMPLAINT DETAILS (from renter)

I paid 12 months of rent in advance prior to moving into Elmhurst Village apartment complex. When the end date of the 12 months was approaching I was getting a notice on my door almost every day in regards to If I was going to sign a new lease or if I was moving out. At this time I needed to sign a new lease as I still had 3 months of school left. Again I had to prepay for the 3 months and when I went into the front office I signed the new lease paper with Jennifer. Prior to signing and paying the 3 months in advance I explained to Nina who was handling my file that I will be graduating October 26, 2012 and I will be moving out by October 31, 2012. When I went into sign the lease with Jennifer I asked will there be anything I need to do before I move out on October 31, 2012 she said to me know we know you are finishing school and will be moving out on that date. A few days before moving out I went to the front office to ask about the walk through so they could check for any damages in the apartment. I spoke with Daniel and he said we do walkthroughs on weekdays only and we can do it after you leave as well. He informed me not to shut off my electrical or renters insurance until the 31st because I was leaving a few days before the 31t. Nothing was mentioned for a 30 day notice not being given at that time I even called them after leaving and nothing was mentioned. Then I called them again to ask if everything was okay from the walkthrough and Nina said she hadn't done the walkthrough yet but needed the address of where I will be to send me my final water bill she did not mention anything about me being billed an extra months worth of rent. I gave her the address of where I was going to be and to my surprise I not only received my water bills but also a bill for an extra months worth of rent due to a 30 day notice not been given. Once I got the letter I tried calling there was no answer so I emailed Nina I did not hear back from her so I called a couple of days later and she said she was in the middle of replying to me but I did not receive and email from her. She told me would speak to her manager and call me back I did not hear back again so I called again and she said the manager is on vacation. Once the manager returned I still did not hear back so I called again and then my file was handed to the manager and I was playing telephone and email tag with the manager as well. By then the 30 days ran out and my account was sent to collections.
