COMPLAINT : Failure to address bedbug infestation
Fair Resolution according to renter :
  1. Waive rent for each day the tenant is unable to occupy the unit.
  2. Immediately heat-treat unit and all adjacent units
  3. Pay all associated costs including RPA fee
  4. Hire a professional to perform weekly inspection in my unit and all adjacent units until there are no findings.
  5. Hire a professional to perform monthly inspection with K9 scent unit until there are no findings.

COMPLAINT DETAILS (from renter)

There is a bedbug infestation in my apartment. I have reported this, and the landlord is aware of current infestation in two adjacent units, but I am scheduled for an inspection rather than immediate treatment. On the same day as my inspection, two adjacent apartments will be heat-treated due to known bedbug infestation. The landlord has told me that one of these units is infested, but the tenants report that she has known about both units for several weeks. She did not inform me of the infestation until one of these tenants had already been forced to vacate due to the infestation. Per one of the same tenants. he had a bedbug infestation approximately 5 months ago, the landlord had it treated with spray, and it returned. At that time, the landlord did not inform me of the risk, nor perform an inspection of my apartment. Approximately two weeks ago she finally had my apartment inspected, and nothing was found. However, this was a visual inspection during the day, which is not an effective method. I feel my complaint to the landlord is not being taken seriously. I feel the landlord is attempting to conserve costs and keep the problem quiet, rather than taking appropriate action to ensure it does not affect other tenants.

SYSTEM Mar 18, 2013 (1) I share a carpeted entrance with the other two infested units, and this area has not been treated or so much as vacuumed to prevent the spread of infestation, including after I brought this up to the landlord on 15 March 2013. To anyone who understands bedbug infestation, this is negligent. (2) The adjacent tenant tells me, regarding the infestation he experienced in October, that the landlord had it treated with chemicals, which is well known to be an inferior method to heat-treating. It seems extremely likely to me that a recurrence in exactly the same place shortly thereafter, in the winter months, and now in two adjacent units, is not a new infestation, but in fact a continuing spread of this one the landlord failed to take seriously in October. I find it highly questionable that no effort was made to ensure the infestation had not spread to other units at that time, and that I was not notified. In all this time, I could have been monitoring for signs and taking action to prevent the problem from spreading. I would compare this to a doctor treating someone with a contagious and persistent disease, and then neglecting to notify or examine the people who have been sitting next to him in the waiting room.
