  2. remove $45 vertical blinds replacement charge from the security deposit deduction

COMPLAINT DETAILS (from renter)

According to Virginia Residential Landlord and Tenant Act, Deductions from Deposit. The landlord may keep part or all of the deposit to pay for: a) damages beyond normal wear and tear; or b) rent owed, plus reasonable late charges specified in lease; or c) other damages provided for in the lease. In our case, the manager admitted in the emails there is no damage on the walls, they just want to charge a $250 basic painting fees to repaint the whole apartment. In the inspection report , there were only some minor scuffs of the paint listed which is considered to be normal wear and tear in common practice. Besides, we have lived in the apartment for more than two years, the painting they need is just a routine work after tenants move out of an apartment, There is no reason to put the painting charge on us. As for the vertical blinds, The condition of the vertical blinds on the move out inspection form (item 'Blinds' in living room) was OK, ( in fact, everything on the inspection form was 'OK' except for minor scuffs on the wall), I am wondering where this replacement charge comes from. We don't think they can charge the fees because they just want a new one. We tried to directly communicated with the manager to settle the dispute of these charges, but the manage seemed not interested to talk to us and gave us the number of Rental Protection Agency, So we think it is fair for us to get reimbursement for the $35 RPA fees.
