COMPLAINT DETAILS (from renter)

I had received a letter from my apartment community a couple of months ago or so saying they would be coming into my apartment to do an inspection. I was not home but my daughter was home. They brought in a dog and said everything was okay, according to my daughter.. I had also received a letter maybe a month after that stating someone may come out to look again but no one came. A month or so later, I received an email stating that pest control would be coming to my apartment home last minute to do an inspection with a dog. The next day, they said that I had bedbugs and that they would be treating my apartment the next morning. I was shocked.I did not realize or was not aware of a problem. It dawned on me that I remembered pest control at the unit next to me. They had hoses and other equipment going into the apartment.I suspect their were bed bugs in the apartment. I know they had a roach problem because they were getting into my unit. I contacted my leasing office when I noticed a problem with roaches. I found out they had roaches after the tenants moved out of the apartment. Pest control had been treating my unit but it did not seem to be working until the tenants moved out next door to me. My question is, am I legally responsible for the bill? My apartment complex charged me for the bed bug extermination. They charged me $275 for the inspection and over $900 for the treatment. I don't think it is right. I don't feel I'm responsible for it. They put a letter in my door a couple of weeks later letting me no about the charges, saying it is not covered under their contract with the pest control vendor. This vendor is a regular in my community. I'm really upset that they did this to me. I feel cheated. I never even saw any proof that there was a problem in my unit.

Renter Sep 4, 2013 98.27.14.202 I'm having a hard time believing I'm legally responsible for this situation. It seems shady to me that you guys chose to come out to my apartment to inspect. I never had a complaint about bed bugs. You inspected my apartment prior to this inspection. You even sent out a second letter addressing residents about possible inspection. No one came out the second time. The third time was so unexpected and last minute. Why? I have not seen or been bitten by any bed bugs nor has my daughter. You should have notified me about this charge before treatment and provide proof of bed bug evidence, if I'm legally responsible. I consider myself to be a fair person. I completely understand that things happen. That's why I remained calm throughout the roach problem. I know the people who lived next to me had a problem. Perhaps, that's why that apartment is still vacant. I know the pest control people were over there a morning prior to those tenants moving out and whatever was going on had to deal with more than roaches. It was a lot of equipment and a lot of noise. I don't remember everything, but I was kind of wondering what was going on but brushed it off. Do you really expect me to write your property a check for over $1200.00 for something I was unaware of and not even shown any proof? Put yourself in my shoes and just think about it for a moment. For the record, I did speak to someone on your staff about this before reporting this situation. I was upset and thought this would be the best alternative to my complaint.
