COMPLAINT DETAILS (from renter)

I completed a rental application and paid a security deposit ($600) for an apartment and was told that it would not be ready for move-in for a month. During that time, I moved in with a friend on the opposite side of the city and obtained a job there. I informed the landlord of this, and they told me they would not be able to refund my security deposit, but I could still rent from them. In hopes of not losing the security deposit, I decided to go ahead and rent from them, but asked if they had a 1 bedroom available (I originally wanted a 2 bedroom). They told me they did, but again, it wouldn't be available for another month. At the end of that month, I told them that it would not work for me to live in that location any longer due to my new job, and they told me they would not be able to refund my deposit because it had been longer than 30 days since my original application. I feel that said landlord does not have a legal right to retain my security deposit. I also request that said landlord reimburse me for the RPA filing fee of $35. Your assistance with this matter is much appreciated. Thank you.
