COMPLAINT DETAILS (from renter)

The problem with bed bugs at this facility is ongoing in multiple complexes. My mother, Peggy Allen, first started dealing with this infestation in July of 2013. We paid $250 to an exterminator appointed by the complex. The problem almost a year later is still ongoing due to re-infestation that stems from improper policies and enforcement. At the time other neighboring tenants were also infested and not treated. Was told then that reporting and payment of exterminator services lies on the tenant. Their current policy as of today from manager on duty is that reporting is responsibility of the tenant and upon notification to manegement they will confirm and provide immediate services to that apartment and any adjacent attached apartment and force payment to the tenants. Over the past few months I have gotten notification from management that there are bed bugs in apt 28c as well as others. An exterminator has yet been out to retreat, I have been told other apartments refused treatment. This policy does not support tenant reporting the issues nor is treatment being enforced which that leads to re-infestation. Our Payment of extermination fees while adjacent areas remain infested is not eradicating the problem. Most effective and aggressive policies put financial responsibility on the landlord which increases reporting and ensures higher success of eliminating the problem. Bed bugs are not due to being unclean nor can not be proved it was brought in by the tenant. Bed bugs can be introduced by property owner, agent, personnel, contractors, basically anyone who has had access to the property. The amount of people having that access has been greatly increased due to recent property remodel which is when our problem started. I have left messages with unanswered responses, gotten told of various policies, ( not being enforced) already paid $250 toward the problem and paying anything more would be unjustified. I am asking that the property owner take responsibility and eradicate the problem. I think dealing with this since January 2013 had already been excessive and plan on contacting HUD and the Health Department as well if need be. My name is Robert Allen son of the tenant and timely plan of resolution is expected a plan of not only treating apartment 28C but a plan to treat the property and eradicate the problem with a written and enforced change in policy for any future issue to include follow up inspections and active monitoring devices during infestation.
