COMPLAINT DETAILS (from renter)

I have lived in my apt for a year. My husband is stationed in San Diego CA with military orders. I stayed in VA to finish a school program. Since the day I moved in I have had a roach problem. They are in my bathroom, kitchen, living room, etc. I went to CA shortly after moving in to the apt and I was not in the apt for two month. The complex assured me they would spray weekly while I was gone, and they did; however, I still have roaches. I have tried using home roach traps. The girl next door everyday leaves her garbage outside of her apt for apt staff to clean up as she was sick at some point, but is clearly not now. She continues to pile the garbage outside of my door for an entire year and after many complaints ( as this attracts more bugs and rodents), the complex has finally resolved the issue and forced her to take her garbage to the dump. Currently, I was informed a close neighbor has bed bugs and they are spraying for the problem. I am again in CA with my husband and my apartment has everything out of the closets and beds are removed of any sheets or bedding as they requested. The apartment is in disarray and my daughter frequently checks on my plants and retrieves my mail. I have washed and did the requirements for spraying, but I can not continue to live in this manner when I return. I have stayed at friends, at hotels and I do not want an infestation as I can not afford to throw out my furniture which is not very old. The individual above me who has the bed begs wakes my 11 yo daughter up at 3am screaming and yelling off the balcony. I have complained and it did stop for awhile as I believe he was out of town. I can not open my bedroom windows as he also spends his days on the balcony smoking and the smoke fills my bedrooms. I renewed my lease in April, 60 days prior or they threatened a rent increase for the last two months of my lease, May and June. I renewed the lease after requesting to give me time ( later than 60 days) to hear whether I was accepted to a transfer school, they would not. I was afraid the would rent my apartment before I was able to hear back and find a new apartment. Then the bed bugs came and I want out. It has been a constant battle and I had to cook my daughter's breakfast before school by refrigerator light because it took the a week to replace my kitchen light. I have been patient and understanding, but I have reached my limit.
