COMPLAINT DETAILS (from renter)

The following represents summation of primary concerns delineated in initial complaint filed with the Florida Department of Agriculture and Consumer Services by Tenant Michelle Chandler against Landlord Linnet Vissering, Landlord (Linnet Vissering) grossly misrepresented property and intended repairs/upgrades during rental\'s \"Open House\" as well as during signing of the lease; majority of issues never addressed during term of Tenant\'s occupancy of the property. Of specific concern: Bathroom plumbing issues never corrected by Landlord with subsequent repairs completed by Tenant. Kitchen plumbing issues inclusive of inoperable dishwasher were examined only following a protracted period of time and with multiple delays due to Landlord\'s insistence on numerous estimates from various service providers. Same pattern repeated when addressing problems with the HVAC system - both cooling and heating functions. Electrical upgrades eventually completed, again only after protracted process, with service provider\'s statements that initial wiring (kitchen) had not met code standards. Exterior doors, interior doors, windows required attention as noted by Landlord during the signing of lease; these repairs/replacements were never completed. No screens were present in the windows of the property, There existed an insect problem within the residence -extermination services not provided by landlord, but were completed at Tenant\'s expense. Due to HVAC problem and poor insulation, there developed a substantial problem with increased humidity within the home. The Landlord was made aware of problem(s). In cooler weather, the moisture within the house resulted in condensation collecting on walls, window sills, electronics, furniture, and flooring. It is also to be noted that the landlord entered the property on two occasions without Tenant notification/permission; first week of Tenant\'s occupancy of the property and final week of Tenant\'s occupancy of the property. On the later occasion, the Landlord accessed the lock to house by creating an opening in outer screen door. Lastly, Landlord imposed claim on Tenant\'s security deposit totaling $2,792.20 stating water damages to hardwood floors as a result of Tenant negligence; instead, factors noted above contributed to changes in appearance of floors. The Landlord, the Florida Department of Agriculture and Consumer Services, and Orange County Consumer Protection Services are in possession of photos related to this case.
