Responsibility for water bill due to leak

I was notified of a leak (puddle in front yard) that was fixed within 2 hours. My tenants deducted the excess water bill from their rent. Aren’t they responsible for the bill regardless of the leak? Our lease says tenants are responsible for all utilities. It was about $150 more than usual.
